You'll receive this fetch quest after finishing Leaders and Followers. To initiate it, speak to Mrs. Tibbins, who has found something she feels is of some importance. She'll hand you a package to take to Saul, over at Brightwall Academy.

Once there, give Saul the package as instructed and the quest is done - he's located in the left room as you come into the Academy. Nice and simple. Your reward is 5 Guild Seals, and the quest An Ancient Key will open up shortly after.
