Background

When inspecting the body of the hanged man (#1), you can examine his tattoos, which will prompt Kim to use his camera to take an Instant Photo of Tattoos. You can then trigger this task by talking to Joyce Messier (#2) about the tattoos, or by asking the scab leader (#3) about them.


Walkthrough

You won't be allowed to ask the scab leader (#3) about the tattoos until you've learned that he was a part of the same security detail as the hanged man (which will happen when you talk to Joyce during the task Joyce's Info on the Lynching). At that point, if you show him the photo of the tattoos, then he'll offer to tell you about one of the hanged man's missions. If you agree, then you'll hear a disturbing story, but you'll earn 10 xp for completing the task. If you refuse, or if you stop the story short, then you'll fail the task.
