You're not in A Perfect World anymore. The Tattered Spire is fully operational, so you must stop Lucien. Walk through the white light at the top of the stairway before you to find your nemesis siphoning power from the three Heroes you brought into this mess.

Lucien is surprised to see you here, but his arrogance still blinds him to the possibility that you could ever truly stop him. Hold up the music box and it will begin breaking the streams of light between him and the other Heroes. Eventually, he will be standing there, powerless, waiting for your reaction. Kill him if you wish, or listen to him speak... but be prepared to lose out on some satisfaction if you do.

After listening to him ramble on about the power of the Spire and the losses he has suffered, Reaver will regain his strength, pull out his pistol, and fire a bullet into Lucien. Your sister's murderer is dead - and you didn't even get to claim his life! Better be quicker on the draw next time, I guess.

In Lucien's place arrives Theresa, who tells you that it's time for you to be rewarded for saving the world from a madman's selfish dream. The Spire has awakened and it has the ability to grant you one wish. Take Theresa's hand and enter the heart of the Spire, where you'll have to choose between:
  • Sacrifice: All those who died during the Spire's construction will be restored to life, though those dearest to you will not be. Your only real reward will be Albion's gratitude.
  • Love: Your dog (and presumably your sister Rose) will be resurrected, but the countless innocents that died building the Spire will not be. A somewhat neutral choice with obvious rewards.
  • Wealth: You'll be granted more gold than you can imagine (a million, to be exact) to spend on whatever you wish. Your loved ones and all those who died building the Spire will remain dead.
Personally, I recommend choosing Love. There is much you can do with your Hero following the main quest's completion, and having your dog along for the ride is both rewarding and even necessary in some cases. There are no tangible benefits to choosing either of the other options, aside from maybe the gold... but you can easily amass a million gold on your own if you just buy up all of Albion's real estate. In the end, though, the choice is yours.

Completing this quest rewards you with A Letter From Rose, after which you'll find yourself standing at the Oakfield docks. Despite the fact that you've technically finished Fable II, your Hero lives on! Any side quests you were working on prior to finishing the game are still available, in addition to any new ones you've now received (Castle Fairfax, for example). Why not play through them as the Hero of Albion?
