Special Encounter: Some People in the Wrong Place at the Wrong Time |

While wandering the wasteland, you'll eventually come across this encounter, though you probably won't understand it at the time that it happens. You'll witness three heavily armed soldiers demanding that a group of people come with them, but they will refuse and suffer the consequences.
Once you've played through the game, you'll realize that the largest of the three guards is the game's final boss enemy - Frank Horrigan of the United States Secret Service.
