After you've obtained the Great Welkynd Stone and returned it to Cloud Ruler Temple at the end of Miscarcand, Martin will tell you that one last item is needed - a Great Sigil Stone. However, the only way to obtain the last component is to allow the Mythic Dawn to open a great Oblivion gate outside of Bruma. This is the type of gate that was opened when Kvatch was destroyed, so Martin recommends that you talk with the Countess of Bruma and have her meet him in the Chapel of Talos to discuss the risky plans.

If you've been busy recruiting the aid of soldiers from around Cyrodiil as part of the Allies For Bruma quest, then there will be various war tents set up outside of Castle Bruma where the reinforcements await the confrontation with the daedra. If you haven't yet spent much time convincing the city rulers to send help, then you'll probably want to make a few more rounds (see our various gate walkthroughs) as the battle will go much smoother with the more men and women you've recruited. Once you're confident that you can mount a good defense, head inside the castle and chat with Coutness Narina Carvain. She doesn't really like the plan at first, but soon comes to the realization that putting her city at risk is the only way to stop the Oblivion invasion once and for all. Agreeing to your plan, she heads off to the Chapel of Talos with Captain Burd and her personal bodyguard to meet with Martin.

Follow the Countess and listen in on the war council. It doesn't last long, as Narina agrees to Martin's plan immediately based on the advice of "his champion" (you). At this point, you can either trigger the rest of the quest by telling Narina to get things started or stall the quest for the time being by either requesting more time to gather allies or by telling Narina that you just aren't ready yet. This basically starts the last leg of the game's main quest, so if there's more that you'd like to do first (gain a few levels, better equip your character, tackle some faction quests, etc.) then now's the time to do it. Ideally, you will have recruited the aid of all of Cyrodiil's cities, but as long as you have at least a few of them helping defend Bruma the battle is possible. When you're confident that you're where you need to be in order to put an end to the Oblivion invasion, tell Narina to "let the battle begin."

Once you've given the green light, Narina tells Captain Burd to deploy all of Bruma's troops for battle. The chapel bell will ring and Bruma's citizens will begin chanting Martin's name as you walk with him through the streets to Bruma's east gate. Once outside, you'll group up with whatever reinforcements you recruited for Bruma and the small army will begin marching on the path toward the Oblivion gate to the east. You'll rendezvous with some more of Bruma's militamen at the gate and a journal entry will instruct you to keep Martin safe until the Mythic Dawn can open three gates and, afterwards, a Great Gate.

At this point, Martin will give an inspiring speech to all of the soldiers, after which all hell breaks loose. Daedra begin pouring out of the first gate and you'll most likely just be finishing them off (with the help of the soldiers you recruited) when the second gate opens and even more daedra begin to pour out. By the time the third gate is open, you'll find yourself up against a staggering amount of daedra. Keep fending them off as best you can (while trying to keep Martin and your other reinforcements alive) until you receive a journal entry that the final gate has opened and that you should enter it before the Bruma forces are overwhelmed. On to the Great Gate!
