Seven Ideas For the Next Elder Scrolls

The guys over at Game Informer have been busy brainstorming a few ideas that they think Bethesda should incorporate into their next Elder Scrolls installment. How about some VATS on Tamriel?
VATS from Fallout 3 really changed they way first-person could be handled. Within that world, stopping the action made sense because bullets fly really fast. A system like that could also work in the Elder Scrolls, but we'd like to see it only slow time down. We could also see it living more as a limited focus mode rather than a way to play the entire game. It could allow for some really cool finishers and open up a huge world of combat options beyond simple sword swings. An assassin with a high archery skill could take his target out with extreme efficiency or just go for the leg to get some easy information out of them. A sword fighter could dodge attacks and set up perfect counterswings. A mage could even use it, maybe to send a fire spell right to an enemy fighter's hand to make him drop his weapon. Seeing it unfold in slow motion would be cool, but controlling with that level of precision is as it happened could really make it interesting. And while we're on the topic of cobat, how cool would it be to have some horseback battles?
