Q: When it came time to create the expansion pack, how did you and the team decide to approach it?

A: It was a mix of things I felt were loose ends in the first one, mainly the other two Tribunal members. You hear and read about all three of them, but only got to meet one in Morrowind. So I personally felt the other two needed a conclusion. As a group we set down some rules, or things we should follow. Like, the expansion can be played by any character at any stage of the first game.
