It's a wand-firing Marauder being spotlighted in this eighth "Build of the Week" video for Grinding Gear Games' Path of Exile. Word is that it's "a hardcore build that kills quite efficiently from a distance and generates a lot of frenzy, power, and endurance charges which it shares with party members due to the Conduit keystone passive."
