Tycho is the most powerful NPC you'll pick up during your time in Fallout. You'll have to wait until evening, and then speak with him in the Skum Pitt. Agree to help "clean up" Junktown and Tycho will offer to join. Sporting the best defenses of any NPC in the game and capable of using virtually any small weapon, Tycho makes for a seriously powerful addition and shouldn't be passed up.
