The Fugitives

After completing the Azani Blackheart quest with Oreyn, you'll be sent to Azzan or Burz gro-Khash again for further work. When you speak with Burz, he'll belittle you as usual ("What do you want, meat?"), then tell you that there are some fugitives on the loose that recently escaped from the Bravil prison. They've been terrorizing the locals there and Burz wants you to step in and take care of the situation. He warns you that they're a nasty bunch and is only able to confirm that there are "three or four" of them to deal with.

Since gro-Khash didn't really give you any leads, you'll want to just fast-travel to Bravil and begin asking around about the fugitives. With a good enough disposition (offer some bribes if need be), you'll eventually learn that the four prisoners are hiding out in Bloodmayne Cave. If you're in the Thieves Guild, you can chat with S'Krivva or Luciana Galena here in Bravil to learn the fugitives' whereabouts and that the four (Ashanta, Dreet-Lai, Hlofgar, and Enrion) are convicted murderers.

Bloodmayne Cave is directly to the west of Bravil on the northern shore of the Lorsius River. Luckily, you won't have to deal with anything other than your usual wilderness opposition on your way. Shortly after entering the cave, you'll arrive in a larger room with four steam vents on the floor and three ropes dangling from the ceiling. Pulling the rope in the northeast corner will reveal a hidden tunnel, while the other two don't appear to do anything.

When you venture into the previously hidden tunnel, you'll come across the first of the fugitives - Hlofgar. Make him pay for his nefarious ways, then loot his chest and continue moving through the cave. Once you cross the two wooden planks spanning a small trench, head into the left tunnel while carefully avoiding the falling logs trap. If you set it off, just hug the right wall to stay out of harm's way. Just up the slope you'll find Ashanta, who, if you approached in a sneaky fashion, appears to be standing there simply waiting for an arrow or fireball to strike her in the face. Accomodate her desire, then step over her corpse to loot the chest over by the campfire. The door off to your left leads into the Bloodmayne Cave Labyrinth, where you'll be heading next.

The inner section of the cave is where you'll find the last two fugitives. If you take the tunnel to the left just after entering, you'll ascend a slope up to a room where Dreet-Lai waits to greet you with one of his arrows. Demonstrate your own battle prowess until he's lying on the cave floor, then make your way through the southwest tunnel where you can drop down to a lower section. Continue moving in a south/southwest direction until the tunnel curves slightly and eventually leads you into a large room where you'll discover Enrion pacing near a large bonfire. This final fugitive is a caster, so try and make short work of him to avoid having to be the test subject for any of his spells. With all four criminals dead, you can begin the trek back to the cave entrance, looting any chests you may have missed along the way.

When you return to the Cheydinhal Fighters Guild, Burz pays you the standard 100 Gold reward and congratulates you on a job well done. If you haven't yet reported to Azzan in Anvil, then Burz sends you there next. However, if you've already completed the The Wandering Scholar quest for Azzan, then Burz instead promotes you to the rank of Guardian and sends you back to Chorrol to speak with Modryn. This triggers the Trolls of Forsaken Mine quest.
