When your Restoration skill is less than 40, you can receive training from the following NPCs:

• Cirroc (Bruma Chapel)
• Marie Palielle (Skingrad Chapel)

When your Restoration skill is between 40 and 70, you must seek further training from the following NPCs:

• Marz (Bravil Chapel)
• Ohtesse (Cheydinhal Chapel)

Once you've learned everything you can from the second tier trainers, speak with either of them about "Training" to learn that a master trainer exists that can teach you the most advanced techniques the skill has to offer. Her name is Oleta and she used to work in the Chapel of Akatosh in Kvatch. Unfortunately, she hasn't been seen for quite some time.

If you haven't worked on the game's main quest yet, then you'll find Oleta in the chapel. Unfortunately, she will not traing you until Kvatch is safe from its attackers, so participating in the main quest is a requirement. Once you've completed the Breaking the Siege of Kvatch quest, though, you'll find that Oleta has been taken to the refugee camp along the path leading up to Kvatch. If you speak to her here, she agrees to give you the training you seek.
