Once you have completed the Symbols of Office quest on the Shivering Isles, take Sheogorath's Staff back to his castle and dip it in the Font of Madness. Nothing will happen. Summon Haskill and he will you that the Pools of Madness have been polluted. You must clean them up.

Enter through the nearby Fountainhead, and you will find yourself in a vast maze. Friendly (tamed) Gnarls will open gates for you, but unfriendly ones will bar your way, and you will have to find another route (use your map as an aid). Eventually you will start to meet groups of priests. Kill them all and take their Shards of Order. Finally you will get to the pools themselves where you will be met by a group of priests, one of them including the Duke of Thadon or the Duchess of Syl - whichever one you did not kill earlier.

Slay them all and loot them, before proceeding to the other pool and doing likewise. The pools will now be unpolluted (Haskill will confirm this). You now only have to find your way back through the maze and dip Sheogorath's Staff in the Font of Madness and you will be endowed with all Sheogorath's powers.
