There is a corrupt guard in the Imperial City. It does not matter which of the characters - Ruslan, Jensine or Luronk-gro-Glurzog - first tells you about him, because they will lead you to each other. But the only one who actually knows his name is Jensine in her shop "Good as New Merchandise" in the Market District. He is a Watch Captain called Audens Avidius. Jensine tells you that only another Watch Captain has the power to arrest him. Ask any guard and he will tell you (somewhat brusquely) to talk to Hieronymus Lex. He will now appear on your compass so you can follow it to the Imperial City Guards HQ.

But Lex turns out not to be interested, because he is too busy chasing the master thief, the Gray Fox. He directs you to a third Watch Captain, Itius Hayn, in the Taros Plaza District. He is probably wandering around, so again you need to use your compass to track him down. He then declares he's prepared to arrest Audens Avidius, if you can produce two witnesses to testify against him in public.

When you get back to Jensine she says she's too frightened to testify, so you have to persuade Ruslan and the Orc, Luronk gro-Lurzag, instead. Their houses are quite close together on the eastern side of the Temple District, and once again your compass comes in handy to locate them. After they have both agreed to bear witness, your journal will suggest that you watch them until the morning, to make sure they fulfill their promise. But there is no real need to do this. A message will appear on your screen later next morning, informing you that Avidius has been arrested.
