When your Alteration skill is less than 40, you can receive training from the following NPCs:

• Deetsan (Cheydinhal Mages Guild)
• Dovyn Aren (Imperial City Elven Gardens District)

When your Alteration skill is between 40 and 70, you must seek further training from the following NPCs:

• Athragar (Chorrol Mages Guild)
• Abhuki (Faregyl Inn)

Once you've learned everything you can from the second tier trainers, speak with either of them about "Training" to learn that a master trainer exists that can teach you the most advanced techniques the skill has to offer. You're told to consult with Tooth-in-the-Sea, who currently resides somewhere north of Bravil. The second tier trainer also mentions that he spends most of his time in Niben Bay - literally.

Fast-travel to the Bravil stables and then follow the coast to the north. You'll only have traveled a short distance when you see Tooth-in-the-Sea's camp on the beach. The robed Argonian willl either be somewhere near the camp or submerged in the waters of Niben Bay, depending on what time you arrive. Track him down, then speak to him about training. If it's past 1:00pm, he will ask that you return tomorrow and meet him "under the waves in the bay."

Unless you're Argonian, Tooth-in-the-Sea is going to test your underwater breathing capacity. You must last a full three hours under the water (in-game time), so you'll want to prepare yourself with the proper spells, armor, potions, or scrolls that will grant you the game's Water Breathing effect. Click here for a full list of equipment that will help you complete this task. If you're Argonian, Tooth-in-the-Sea is aware of your water breathing ability and waves this requirement.

Stick close to Tooth-in-the-Sea underneath the water until the three hours have passed. When your test is complete, Tooth-in-the-Sea will automatically strike up a conversation with you and congratulate you for completing it successfully. He will then offer to give you all the Alteration training you need.
