Declan Leuvaarden is a rich merchant from Nilfgaard. You'll first meet him at the inn in the Outskirts, but you'll wind up dealing with him again at Vizima's Dike. Sooner or later, you'll turn up evidence suggesting that the merchant is involved with some shady dealings.
