Well, as a serving Canadian soldier, I feel I am somewhat qualified to talk about this.
- A soldier has the right AND responsibility to deny any illegal/immoral order.

The three tenants that Canadian soldiers follow are
1) Respect all peoples
2) Obey lawful authority,
3) Defend Canada from enemies ...

Agreed Chanak, for the most part. It is an extraordinarily complex military situation, one that I wouldn't walk into without a good deal of support.
Like you say, a military is best at breaking things up, not picking up the pieces.
IMO, the militaries should be there only to keep aid agencies safe ...

Bound weapons increase your skill with that weapons class by 10, so if you know any short blade, getting a bound short sword will help.
