After you have completed the A Knife in the Dark quest, Ocheeva will ask that you speak with Vicente Valtieri, whom you'll find at the very end of the sanctuary in his personal chambers. You'll soon realize that Vicente is a vampire, though he assures you that his duties for the Dark Brotherhood come before his needs as a creature of the night.

Vicente will explain the basics of a Dark Brotherhood contract, and tell you about the bonus you can receive if you fulfill a contract with utmost discretion. You first contract is to kill a pirate captain in the Waterfront district of the Imperial City. The tricky part is that he's on his ship and therefore surrounded by members of his crew. If you accept the contract, this quest is concluded and you will be given the A Watery Grave quest.
