As long as you're not a wanted criminal, the Mages Guild will accept you into their ranks. However, in order to gain access to the Arcane University in Imperial City, you must visit each of the seven extended cities and receive a recommendation from the local Mages Guild representative.
In the case of Bruma, that representative is Jeanne Frasoric. Jeanne is in need of a small favor. One of the local guildmembers has simply disappeared, and Jeanne needs your help in finding him before one of the university representatives pays a visit and notices that he's missing. The member's name is J'skar, and another mage named Volanaro seems to think that a backfired spell might have caused the disappearance. If you can find J'Skar, Jeanne will send along "a glowing recommendation" to the Arcane University.
Head downstairs into the guild's living quarters and speak with Volanaro about J'skar. He promises to help you reveal J'skar, but wants you to help him pull off a little prank first. If you agree, he'll send you upstairs to steal Jeanne's Manual of Spellcraft from her desk. He'll even teach you the Minor Latch Crack Spell to get you inside the desk. Head to the top floor, open Jeanne's office with your Mages Guild Key, then use the spell (or pick the lock) to gain entrance to the desk. Grab the Manual of Spellcraft and return it to Volanaro in the basement.
Volanaro takes the manual, and then asks him to meet you again downstairs shortly after 10:00pm. When you arriev at the designated time, Volanaro simply casts a reveal spell and dispels the invisibility that was hiding J'skar. They're both happy with the results of their prank and allow you to return to Jeanne and report that J'skar has been found. If you don't want to go through this long method of finding J'skar, you can always cast a reveal spell of your own (if you have one).
Either way, return to Jeanne and tell her the good news. As promised, she sends along her recommendation to Raminus at the university.
