This particular Daedric quest requires you to be at least level 20 to begin it. Once you meet that requirement, pay a visit to Boethia's Shrine located to the southeast of Cheydinhal (west of the "M" in "The Valus Mountains"). When you arrive, speak to Haekwon and tell him you'd like to approach the shrine. He questions whether or not you are brave or suicidal, then tells you that Boethia demands a Daedra Heart as an offering. If you've been to Oblivion yet, you've most likely found such a heart on a Dremora or even a Xivilai at the higher levels.
Once you have a heart, approach the altar and offer it to Boethia. He will begin to speak, and immediately recognizes that you are not one of his faithful. To be counted among his children, you must prove yourself. Boethia will open a portal to one of his realms in Oblivion and tell you to enter it and participate in the Tournament of Ten Bloods. If you survive the tournament, you will be rewarded. If you fail, Boethia will take your soul for his own.
The portal Boethia opened is right behind you, though it doesn't look like a standard Oblivion portal. This one is much smaller and glows blue instead of red. When you enter it, you'll arrive in a Brood Cage and Boethia will continue speaking to you. He will tell you to enter the War Gate to your right to face off against one of nine of his chosen. The tournament will actually pit you against a total of nine "Boethia's Chosen" opponents, each one representing a different Cyrodiil race other than your own. Since each fight is merely a one-on-one battle with plenty of space to perform evasion maneuvers, you shouldn't have a whole lot of trouble making it through all of them alive. You will be finding a lot (and I mean a LOT!) of high-level loot, though, so hopefully you have some extra space in your inventory to carry the more powerful items.
Make your way past all nine War Gates until Boethia proclaims you as the victor. Proceed through the tenth gate to find a portal leading back to Boethia's Shrine. Approach the shrine a second time and Boethia will present you with a sword called Goldbrand.
