After defeating Mannimarco and becoming the new Arch-Mage at the end of the Confront the King quest, Raminus will tell you that Julienna Fanis used to collect ingredients for Traven when he was the Arch-Mage. He suggests that you speak with her to see if she'd be willing to extend this service to you.
Although it's a nuisance to have to check the chest so often, this is an excellent perk for becoming the new guildmaster. If creating potions is something you're interested in anyway, then reaching the end of the Mages Guild questline is a must.
