I'm nearly at the top of the Venture Tower, and I noticed something weird: (spoilers blacked out) Spoiler
I'm on some roof, and the Chiropteran Behemoth is flying about. But I'm not alone on the roof. There are vampires (Gangrel in warform, I suspect), who also attack me, but also guards, and while I'm used to them shooting at me, this time they're shooting at the Behemoth! Why? Aren't they supposed to stop me?
I suppose they've never seen or heard of the Behemoth, and think he's an intruder like me, right? Does LaCroix himself even know what his Sheriff can turn into? What sort of thing is that Sheriff anyway?

There's been quite a bit of discussion on the nature of the sheriff. You can search and find any number of posts about that. Much of anything about the sheriff, though, is pure speculation.
As for the guys on the roof, I'm inclined to go with your theory. They have no way to know who or what it is. The sheriff in normal form? Big, ugly, and a huge meat-cleaver, but not that scary. Gangrels? Big woop. Kinda werewolfy, but more or less normal size.
The behemoth, though is a different thing (possible spoilers blacked out). Spoiler
Perhaps they are supposed to stop you, and they will actually shoot at you sometimes. However, put yourself in their place. On a scary scale of 1 through 10, you (whatever you are) rate about a zero (toreador) through 6 (nosferatu). A werewolf would rate a 9. The bulk of the kindred in normal form rate about 1. The behemoth rates about a 37.
On the scale of what to worry about first, I think the behemoth gets a big shiny neon PICK ME! compared to you, so I can't really fault those guards for their reaction to it. They only seem to concern themselves with you if it's gone away for whatever reason.

I hope that's what it is, because it adds a brilliant bit of depth to the game. The guards aren't just obstacles for you to overcome, they're real people that have to make decisions based on what they know.
