Yes, there is Presence in the Plus Patch now, but it is not as versatile as Dominate so the Ventrue keep their advantage.

I never really invest in Manipulation because I never run into money problems in the game (that might be up for some re-balancing if Wesp ever runs...

I agree with Wesp. I don't remember any manipulation in conversations. Haggle for lower prices with people, seduction to entice others to you, etc....
