in the medical clinic on the thinned blood quest, after you set lily free vandal talks to you and says no more blood for you or something, and then for a persuasion response (blue text) something about if you hadn't taken her away her friends would have shot the place up, he starts talking and i thought you would convince him to let you still buy blood there but it only lets you give the response "I'm no killer" and then he says the same thing about you not getting any more blood. what does all that mean?
this part is somewhat buggy. chances are he won't readily sell you blood anymore unless you pay him 200 dollars or something like that.. but it is also possible if you said the right things that you can replace the donor to get him to sell blood to you again.. if thats the case the quest will show up in your log, otherwise i believe you have to pay him for him to sell blood packs again.
*spoiler Alert*
It means he's angry at you for freeing Lily which is his supply for the blood packs he sells to vampires. Freeing her means he needs a new source, and he's none too happy about it. He might be in the mood to let you find one for him, or he might not... but frankly you loose practically nothing if he refuses to sell you blood, since there are plenty of free blood sources around.

The quest where you have to go to the beach house and aquire the astrollite may be a bridge for this quest. I was playing brujah and actualy persuaded my way in there?! ( i know wierd huh?). However i think if you storm the place like a madman with an itch to kill then im not sure but you can tell him that story. Try it, i will too once i get my game to work again :S
(chances are if your good enough to persuade the blood bank guy so you can tell him a gory story then you probably pursuaded your way to the astrollite for the extra xp).
