Z is the default for toggling 2nd/3rd person views. You automatically go into 3rd person view for melee combat, and 2nd person for ranged.

Attacks/Actions changes views...

Certain actions and attacks will change your view from 3rd person to 1st and vica versa. If you are 3rd person: choosing to fire a gun, talking to an NPC, lockpicking, putting in an access code, picking up a beer can, etc... will force you into 1st person (most of the time). The opposite goes for being 1st person, and suddenly attacking with a melee weapon (or unarmed); which will force you into 3rd person ... i.e. behind view.

This is by design, and not a bug.

Now if you mean a feature where you can move the camera to see 360 degrees around your character... and not just behind your character... I don't know how to get that view working... if anyone can tell me let me know... that would be awesome. There are some cool front screenshots of my character that I've been dying to take.

Are you saying that your character's eyes are looking in the opposite direction from where they are pointing? That would be weird.
