I fed Heather, made her my ghoul, she approached me and apologized for being creepy, I told her I could use her company and she should follow me around, so I assume she's right behind me or something, but I don't know how to 'access' her.

Heather will not show up in Santa Monica, she'll visit you in downtown after you get your new haven, and you have a choice on whether to keep her or not. If you do, then she'll show up in your haven.
I opted to keep her. Then she asked what she should do, I told her to follow me for the company. Then there was a cutscene of her walking away, and I was returned to my character. I checked the Santa Monica haven, and when I got my new haven downtown I checked there too, and she isn't there.
You know what, nevermind. This game is seriously bugged up. After getting the sarcophagus from the Giovanni compound, I went back to the Prince and we started having the conversation that comes after I get back from the museum. I'm just gonna start a new game.

I would suggest using the "Unofficial Patch". It fixes and cleans up a lot of stuff, making the game less buggy.
I downloaded the patch, started a new game, and Heater's right where she's supposed to be.
