Santa Monica Thinbloods Bugged Quest.
I have beaten the game twice already and haven't had this problem. That was around when it first came out tho and I haven't downloaded any patches. Basically talking to E and being polite/ listening to all his stories, Trying all the dialogue options, doesen't give me the quest to ask for Lilly at the dinner. I tried talking to the dinner lady but since its not in my quest log , It just goes I guess you don't serve my kind around here. None of the other thin bloods or the Gypsy girl help either. Also I seem to remember playing before and the computer in the drug dealers house had some info about it but It woulden't activate it for me, and when I tried going back the door was locked. Neither E/thinbloods/diner lady can help trigger this quest for me. And later when I came back sometime after going to hollywood all the thinbloods were gone period and I couldent even sell the guy the stake/blood. nothings really gonna fix that in this game for me, but for the next 1 does any1 have any insight on why its bugged like this?

I'm not sure there is an answer to this, it's not a bug I've ever heard of.
During the quest, the purse is actually physically present behind the dinner lady. I'm not sure if it'll be there with the quest not triggered, but if it is try picking it up, it might trigger the quest (sneak behind dinner lady for it).

Talk to E, listen to his sob story, etc, and then break off the conversation. Then start talking to him again. There are a couple of places where you have to do this. When in doubt, just try again. It works a surprising number of times.
