why isn't there a mod to make vampire masquerade multi player?

There already is. Download the latest unofficial patch 3.9 and read the readme very carefully. All the infos on how to make multiplayer work are in there...

Because the multiplayer functions of the VTMB engine were never fully worked out before release, thus the code required to make multiplayer fully operational in VTMB is incomplete. It is possible to force a "crippled multiplayer" function into the game, but it will not operate very effectively and ultimately, it just becomes a cute but impractical gimmick IMO.

Keep in mind that when VTMB was created, they used a stripped-down version of the Source engine from Valve. At that time, VTMB was one of only two games in the world to be using the Source engine (Half-Life 2 was the only other Source game). Valve still hadn't worked out the kinks in their game engine, so the version that they gave to Troika was still incomplete. The AI was missing, for example. So were many fine-tunings to the physics and lastly, the multiplayer function was totally missing. Troika began work on a multiplayer add-on to VTMB, but they abandoned that project soon after it was begun. Not only were they short on time, but they also decided that the game did not really lend itself very well to multiplayer scenarios.

Of course not -- I use our own patches. However, I am told that the multiplayer in your mod does not allow the host to actually play the game along with his or her friends, so unless you're using a spare "dummy" computer at a LAN party, I don't see much use for it. Had Troika finished the coding for true multiplayer support, then I'm sure it would work a lot more effectively.
