I would like to know the minimum configuration and GPU to run Oblivion on the
PC with the same performance, if not better, than the 360.

If you're wanting exactly that, performance, then all you need to do is tone down the graphics and you can get some nice performance just with the minimum to play oblivion.
BUT, if you're wanting more or less the graphics, quality, and stability of what's on the 360, I would say an Nvidia GeForce 6800 or 7200 with 1 gig of ram and at least an AMD Athlon 3400 would do the trick.

To be safe, make sure your system specs in exactly or above the recommended system requirements to get a good playing experience.
