No luck man. You won't be getting the Odius Chalice, one of the more kickarse items in the game, imo (its a constantly resupplying blood bag). I've even looked through my list of console commands and I don't believe that a command would work for it. You're out of luck.
On second thought. Try typing this: "give item_g_pisha_fetish" without quotes in the console. That *might* work... try talking to her once you type that, and see what happens. I give you a 50% chance of working.

aww man, that pisha whore is just making me want to kill her every time i see her, i always feel awfull to lure that TV guy in there only for the artifact that gives you soak, i dont like the one tzimishe that gives you blood, for you its just click&refuel, but normally you would have to suck it out of that creature thingy... well.. what can i say... i`m a nice person 
She is a Nagaraja btw, a very very rare and mysterious bloodline who needs flesh and blood to feed....

They probably grew out of mages embraced by the Tal'mahe'Ra sect and have been members of it since the destruction of the "Real Black Hand" ( Tal'mahe'Ra not Sabbat ) a few years ago. The surviving 20 odd kindred of the bloodline have found refuge with the cathayans.
What makes these undead sorcerers truly hideous is their diet: they cannot sustain themselves exclusively on the blood of their victims, but must consume their flesh as well. ( from: Encyclopaedia Vampirica )
