Stuck on Elizabeth Dane (the boat itself)

I have successfully completed the quest on the Elizabeth Dane and want to head back to Santa Monica. I return to where I first came onto the boat with the ladder and the small boat but I cannot leave. I cannot climb down the ladder or anything. Is this just me or is there something wrong with my game? Can I fix this? Is there a cheat or code or alternate exit that doesn't involve going down the ladder?

I usually just jump down and land on the little boat, which takes me back to Santa Monica.

I'm trying to jump over the bars and into the boat (at this very moment) and I can't seem to jump over it! This is so frustrating!

Oh dear, after a few more tries I finally jumped over. Thanks so much haha I gues I just wasn't going at the right angle or something

Just a thought for others who might be trying... It might be that the game only allows you to land on the boat so there's actually only a narrow window to jump through. Trying to jump over the railing and landing into the water would land you on an invisible wall...
