I think I have walked every inch of the National Guard Depot and there's no note or terminal with a password to access the armory's door, ***spoilers*** to get the MIRV launcher if it is there I suppose.

Maybe I should get it through another NPC or somewhere outside the National ...

They can be used just like every other "aid" item, except they repair your weapon rather than healing you.

If you have Broken Steel installed you will encounter a lone Enclave Soldier. One place of note is near the bombed house on the road to Super Duper Mart from Megaton, at level 4.

He does not live in megaton. In fact no matter what happens, you do not see him again after the quest related to him is done.

Yes I read that somewhere, in fact already tried to lower the karma through "rewardKarma -number" and nothing or more precisely, cheat is accepted with message displaying bad karma added but for some reason karma still remains ...
