the way skill ranks are done is fairly wierd. For every one character point you spend on a skill you get 5 ranks in that skill, up to a maximum of 20 in any one skill. So you do actually get +2 ranks... but not +2 character points worth of ranks.

the thing with Gar is not a bug, since he such a strange genetic accident he cannot wear any armor or clothing that would make him appear "normal". Thus he is limited to barbarian armor of any kind, this includes dread armor.

ok, upon further testing I have deduced that doing this is a bad idea. If ANYTHING hits the falcon's ache animal your entire party will die because you are responsible for the animal's safety.
