As a general note, the more characters you have, the more spread out the player's attention becomes. Rather than attempt to spread one story out amongst four or five characters, determine if it isn't possible and believable for one or two characters to hold that complete story. The more concentrated your characters, the more depth they have and the more reason for the player to meet with them and grow to appreciate them.
