All of a sudden, I can’t talk to anyone about anything. The dialog box comes up; I can highlight a conversation, but nothing happens; no response to any area I highlight. And, I can’t get out of the menu without reloading the game.
I’ve gone back several saves with the same result. Thinking it might be something I was wearing, I took everything off; still no responses.
Anyone have an idea what's going on here and how I can get my conversations dialog box to work again? Because I am a computer novice, if there is a fix, please, detailed how to. Thanks for all you help.

If it's something you're wearing or carrying, consider trying the following:
Remove everything your character has. Drop it all.
Enter another loading area. If you're in a room in a building with a door, that usually means entering another room.
Saved. Exit to Windows. Reload that last save. Go outside and see if you can speak to someone. Don't get your goods, yet.
If it works, you'll know it's a corrected save game caused by something you have.

I've taken everything off; went to a different screen, room; same problem. But now all the woman like what they see, all the men tell me to put cloths on or I might get arrested. Interesting reaction to running around in my birthday suit.

After taking care of the ghost, I could not select the responses but my journal was up dated so I went back to Kaye to report the ghost was eliminated. Could not select the “haunter house” or anything else from the response box.
I can only select “Barter”. Cannot even select “Goodbye”
Went back 20 days, a day at a time, same problem each day. Do you think I might have to abandon this whole quest?

Did you follow exactly what I suggested? Dropping everything, not just clothes? Saving after you moved into a new area, exiting, then reloading?
If so, when did this problem first begin showing up? Does it only happen in reference to one quest? Because you didn't indicate that in your initial post.

I am currently at day 553, so I went back 20 days (four saves ago) thinking I would just pick the game up at that point and simply replay them. But the problem showed up even at the 20 earlier days.
I can't figure out how to start the Tribunal quest yet so I tried going on to the Bloodmoon quest but that didn't work either. Could not engage any of the boat people along the way there to talk to me or anyone on the island once I got there.
I’m now thinking this quest should have been played much earlier when I was a lower playing character because it is so easy to play now. Or, there is some kind of glitch in the system/game some where. Thanks for your help

Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.
I'm not sure if it's possible that something in the Haunting quest could have triggered this, doesn't sound too plausible, but you could try closing the quest by typing

I typed in "Journal IC16_Haunting 50". It updated my Journal, but I still can't talk to anyone about anything, dressed or stripped.
I don't think I have any mods because I don't know what a mod is. I've never even used the ~ key before. It took me a while to figure out that I needed it to type in the above instructions.
With well over 500 days and nearing the end (I think) of this part of the game, I hate to think I have to start over again from the beginning. I even tried to go up to Fort Frostmoth to play there but the same problem is there too.

Otherwise it seems that the game has become corrupted somehow, in which case all I can suggest is that you back up your game saves, un-install, then re-install.
