Well I've picked up Oblivion again to discover that it's suddenly running very smoothly on my computer which hasn't been upgraded so I'm pretty chuffed about that.
I created a new character, an Orc Warrior instead of my more conventional Dark Elf Mage and the game has been running fine. I was doing the aid for Bruma quest and discovered half way through the difficulty was set to easy. I boosted it back to half way and stopped the quest for a while, (With OOO it's pretty hard with a level 3.) Things were still going fine. Yesterday I install some more mods and I notice things are not fine. I uninstall the new mods. Things are still not fine.
Whenever something enters combat with me it will not move and will just swing at me when I get close or cast spells if it can. I first encountered it fighting a Mythic Dawn agent on a bridge in Bravil. I put it down to a bug where the NPC wasn't strong enough for his armour and ignored it. One save later I find it happened again but with people who would definitely be strong enough. I've gone around swinging at everyone and none of them move and I was attacked by some imps and some rats that didn't move either. I can't really play again until I fix this. Anyone seen it before?

It would seem that one of the mods you installed, then un-installed corrupted you game save. I expect you'd already sussed that though with your experience.
It certainly sounds like the opponents have had their strength drastically reduced, either that or some universal item has had it's weight dramatically increased. The only thing Imps would carry that the others would is gold though. I have seen a mod that makes gold have weight, never used it though, could one of the mods you used have done that?
Have you gone back to a save that you made prior to installing the new mods?

Well thinking about it there may have been a time just before installing where it did this but it was a really squashed up place so I'm not so sure.
Never had a weighted gold mod and going to a save with the mods not uninstalled it still happens. I don't think it as strength because they move around normally and it's only combat when they stay still.
I'll try a new game and see how that works out.

Tried a new game. It seems that it's the save.
EDIT: I'm in love with Wyre Bash
Used a back up it made and I only lost ten minutes!
Ten minutes I did nothing in but start a quest which may be what messed up the game.
And I take back what said about being in love because that's a bit strange.

Nope. False alarm. It seems that some guards don't have the problem and when they are fighting all the other people don't have the problem but as soon as the guard is dead the problem returns.
If that makes sense.
