The mask in the Ilses (SPOILER)

So I recently borrowed shivering Ilses and went into the new world with my rogue. I entered the city of Sheogorath and saw the golden saint guards. My rogue hates authority so I decided I'd kill some .
I put up the mask I earned by being the guildmaster of the Thiefguild, and started killing. However, when the carnage was over, I saw that even without the mask on, my bounty remained. I tried again, thinking maybe someone saw me do it, but... BAD LUCK. So my question is, does the mask even work in the Ilses?
