A couple questions:
I now have the Dwemer Boots of Flying. How do I activate them to get back up to Fyr? I have scroll of levitation but I don’t know how to use it.
And while we are on the subject; how do I activate the scrolls I have?
Are these lessons that will teach me how to use these and other scrolls I have?
Is they a way to learn how to make and use the many items I’ve been collecting and just setting aside?

You use scrolls the same way you use magic items, either by selecting them from your "spell book" or by scrolling to the item using the "-" and "+/=" keys.
This should have been covered in the tutorial where you learn how to use the ring you find in the barrel.

Still need help - SPOILER
I have equipped the Boot of Flying. But I still can't fly up to Fyr.
Also, I have Scroll of Uth’s Hand of Heaven, Scroll of Windform and Scroll of Windwalker and I have equipped the boot and each of the scrolls and still can’t activate them. At least to get me back up to Fyr.
And yes, I’ve read the instruction book. I says nothing about how to activate or cast magic items.
And I’ve read the section under “Spells”
Am I just too dense for help?

Scrolls and rings are used as if they were spells, scroll right to the bottom of the spell list to find them, select the one you want to use, then treat as a normal spell, by pressing the relevant key/button, and then left clicking (on the target if appropriate) or using the trigger button.
So, on a pC:
Right click to bring up the inventory, Character, Map and Magic windows.
Scroll the Magic Window right to the bottom, there you should find the Dwemer Boots of Flying and any other 'on use' magic items and scrolls.
Select the boots (or other item or scroll you wish to use) by clicking on it with the left mouse button.
Right Click to exit the menu window.
Left click to fire the spell. The spell icon should be displayed in the little 'magic/spell' window beside the weapon window/icon, i.e. next door but one to your health and mana bars.

I get the icon(s) next to the health, etc. meters

When you get the levitate effect, try either holding the jump button or pressing "W" while looking up, towards the sky.

Tel Fyr, like a lot of Telvanni strongholds can be murder to navigate, getting hung up and not being able to move either horizontally or vertically is fairly common. You could exit the tower, activate the boots so that you can confirm you're levitating, then re-enter and try again.

Do you use magic? It is very similar.
You need to follow Galraen's instructions carefully, or try these (they say the same, just worded differently)
Right click the mouse to open the sub menus.
Click on the magic window, not the equipment window.
Scroll down until you get to the spell, item(flying boots) or scroll you wish to use. This will activate the item for use.
Right click again.
Now, press 'R'
This will allow you to cast the spell, scroll or activate the item you just selected. This was not obvious for me early on in the game either.
