Is this a Bug in Watcher's Keep lvl 3

I killed the gambling Cambion to get the gem and the deck in Watcher's Keep level 3 and the staff created itself. I then tried to get through the portal, but it won't let me. How do I get in, and is this a bug, or did I miss something?

if you have jumped ahead using the succubus, you don't have all the gems. so even though you get to that loveable rogue cambion who lets you have Wish, Spectral Brand and the Deck (for 1,000,000 xp), you can't get to the next (attribute enhancing) level.

you have to go back and defeat the bad guys to get what you want

If the Scepter of Radiance(completed with all the three gems) is in your Bag of Holding, then that may be the reason. Get it out of the bag and give it to your current party leader. Then, again, try the portal.

If this doesn't help, try reloading before Aesgerath and kill him again.

I have all of the gems, I killed the sirens. I also have it in the hands of my leader. I think the problem may be with how I dealt with the demons. The first set attacked me after I asked about the blood war. I got the gem and the heart. When I got the the second ones, I gave them the heart and got the gem and hood, but before I could do anything he said I betrayed him and attacked me. I think this is why I'm having a problem. What could be wrong?

yes, you loot it at yakmans place, so the gems should fanish and upgrade your rod

I'm not sure what you did to betray him, but that should not be the issue. I remember finishing his quest, and turned around to kill him anyway, just for the XP (Hey, I'm helping him out of the place!), and I still got through the portal fine. All you need should be to assemble the rod.

the rod

the item looks like a flute and is acquired from yakman's area - that's before the gems get added.

add all the gems and the rod/sceptre operates the portal.

if it is in a bag of holding, sometimes you get slightly odd effects - such as having the gems plus the completed portal key.
