Yes, there are spells that increase your skills or stats temporarily.

These spells are under the "Restoration" category.
Including such as:

Fortify Strenght
-"- Intelligence
-"- Agility
-"- (all other stats)

And for skills:

Fortify Acrobatics
-"- Block
-"- Conjuration
-"- Sneak
-"- (all other skills)

For more information check out different morrowind web site guides. And dont forget to read the game manual itself!

The spells aren't actually available in Vanilla Morrowind, you'd need Tribunal (or a third party mod) to get them.

There are two NPCs in Mournhold, Royal Palace: Imperial Cult Services who sell them, but it might be necessary to join the cult in order to purchase them. The names of the spells begin with the word 'Masterful'. You only need one (any one) to be able to create your own variation (any skill you like) with any Mage Service NPC, Estirdalin in the Balmora Guild of Mages for example.

Well,if you have an earler version of the game, and you accomplish the threads of the webspinner quest for Eno Hlaalu, then you'll have a spell, that will allow you to use Fortify skill spells. That is to say,you can get a fortify skill spell without Tribunal.
