Equipping Magic Problem

Equipping Magic Problem

I seem to not be able to equip magic rings or scrolls. When I take the item from my inventory and equip it onto my character nothing happens (for the rings) or for the scrolls, it just lets me read it and nothing else. When I try to ready my magic (default key "R") nothing happens either. I really don't want to start this game over. Does anyone have any solutions? Thanks

And Sorry if my previous post contained a spoiler (although it was a little one), I'm new here and didn't know that would be considered one.

Unless the rings are constant effect (CE) items then nothing will happen when you equip them.

Scrolls and rings that aren't CE are used as if they were spells, scroll right to the bottom of the spell list to find them, select the one you want to use, then treat as a normal spell.

If the rings in question are CE, and you've tried using the scrolls as outlined above, then you've hit a bug I've never heard of. Are you using any mods?

No, I'm not using any mods. It's the GOTY edition for PC so I know the patches are up-to-date and such. And I've tried everything I can think of to make the scrolls work but they just won't.
