Finding Hassour Zainsubani *Spoiler*

Ok, this may seem like a stupid problem but I cannot for the life of me find Hassour Zainsubani ANYWHERE in the Inn. I've spent at least 3 hours searching for him. Can anyone give me a detailed description of where he is at? I've read this and other walkthroughs and still can't find the guy.

If you go to the bar. THere should be some stairs to the side going down to the back. He's in there.
