Yeah, you can get someone to recharge magic items for you, usually in a mage guild hall or a magic shop (note: Not alchemy shop, magic shop).

Also, Varla stones recharge all your magic items in an instant if you have one, though selling the stone is more beneficial in my opinion.
Listen up maggots, Mr. Popo's 'bout to teach you the pecking order.
It goes you, the dirt, the worms inside of the dirt, Popo's stool, Kami, then Popo.

Maybe this is obvious from Siberys' response, but if you're going to use a varla stone to recharge your magic items, make sure to go to all your storage chests and pick up all of your rechargeable magic items before you use the stone. There is absolutely no limit to the amount of items it will fully recharge, so if you only recharge a few of your spent items you'll be wasting some of its power.

Also, not sure why you don't want to use soul gems, even if you don't have a soul trap spell you still occasionally find soul gems with souls already in them. If you want to save them for creating your own magic items later, that's cool, but using gems that are less than full capacity results in inferior enchantments, so for example if you have a grand soul gem containing a common soul, you might as well use it to recharge a magic item. On the other hand, if your character has moral or ethical problems with using souls to recharge your batteries, well, never mind :)
Can the answer to this question be "No"?

Or you can do the Azura shrine quest and receive the Azura star. It is the equivalent of a grand soul gem. the good thing is that it is reusable. the bad thing is that it cannot trap people.
