cant locate the portal

cant locate the portal
i have finished every single quest in sigil,curst and even in baator and carceri but when I return to mortuary no portal could be located. do I have to do something else? I want to get to fortress of regrets. I apreciate your help in advance. thank you.

Well, if you've found out what you need to do in order to activate the portal, all you have to do is go to the point where you start the game. It's located in the same room, right at the upper wall. You shouldn't see any animations but get a dialogue option instead.
