AGGGGGGGHHHHHHHHH SHADOW KILLIN' ME!!
Im going against Thaxll'sslayina average lvl is 13
i know its low but ive done the druid grove (Faldorn was easy) She was "pretrified" by my avenger(sorry) any tips
I think your level is Ok to fight him (I beat him on lower levels). Some of the standard cheese tactics don't work with this one, but he's not as tough as Firkraag anyway. You can try setting traps around him before revealing your presence to give you an early edge.

Oddly enough, I have had little trouble with the dragons my part has encountered so far (Shadow and Red.) My party consisted of a Fighter/Mage, Jahiera, Keldorn, Mazzy, Yoshimo, and Anomen, and my strategy boiled down to two spells. Basically, I had anomen and/or Jahiera cast Harm, and get ready to attack the dragon. Before they actually attempted to hit, I would lower the dragon's magic resistance. I guess I've gotten lucky, because each time Jahiera attacked with a Harm spell, she managed to crit hit - I'd quicksave just before trying, in case things dont quite work out. After that, a minor sequenced barrage of magic missiles was more then enough to polish off the dragon in question, with a total elapsed battle time of about 2 seconds.

You need summons. A great route to go is lower resistance/magic missile although you lack the strength in the mage category. Fire elementals are probably a very good idea. Summon some chumps first because Thax'ill'whatshisface will probably burn a death spell. Use invisiblity, what defensive spells you got, stoneskin, ironskin, defensive harmony, reisist fear.
Insect plague might be a good idea to keep him from casting but you gotta load up on lower resistance.
Experiment with what you have. There is always a way to defeat an enemy no matter what group you have.

Crush enemies, see them driven before you, and hear the lamentations of the women.

I had a a go at him last night with a level 12 party of Vic, Jaheria, Nalia and a fighter (me).
Just summon everything you've got (but hold them back for the first couple of rounds, otherwise he death spells the lot straight away). Bless, chant, stoneskin, haste, potion up etc etc.
I don't know whether it helped, but I chucked breach, spell thrust, dispel magic and miscast magic at him. It seemed to help, as at first my fighter was telling me that his weapon had no effect.
The only other thing I did, was try to keep changing his focus of attack so that I could heal injured party members.
