I have given the book Mysterium Xarxes to Martin but when I speak to Jauffre he doesn't mention Spys.

Any ideas?

Did you use all the conversation options with Martin? I think it is something he says that triggers stuff. Not sure though. I didn't go all the way through with the main quest yet.

Did he offer you to join the blades? I think he gives it to you if you have joined.
