Meditating?

Um, the game told me a while back I could level up.... how and where do I meditate to do that? Ive tried every button... nothin seems to work for me.

Or just edit the file named "Oblivion_default.ini". Notepad works fine. Once the file is open, hit ctrl+F and search for "bInstantLevelUp". Change the '0' to '1'.
