I have literally trieed every thing to get the console to work and I still when I press the "~" key, nothing happens. What should I do? Here's all that I've done:
1) Made sure the "Oblivion.ini" file in My Documents\My Games\Oblivion said: "bAllowConsole=1"
2) Pressed the "~" key in the game over and over looking to see a console popping up anywhere, and by pressed I've tried holding it down, just regularly pressing it, pressing it quick, exe.
If anyone knows what I'm doing wrong or something, please tell me.

If you have a european keyboard for your PC, then it's a different key to open the console. I dunno what key that is, but google "Oblivion console european" and you'll most likely come up with something.

Key mapping seems to be absolute so it cares not for your particular setting (although perhaps there exists localized versions for certain countries in which case you can disregard this).
By mistake I hit the top left key of "the big area", below escape and directly left of '1' which enabled something I take to be this console you're talking about. Hope that helps.

In that case, yes, the game probably keys off scan codes rather than characters, so it would only be the tilde (~) key if that happens to be the one at the top-left corner of the primary keyboard. Otherwise, it would be whatever character is at the top-left corner of the primary keyboard.
