1. Please be sure to include spoilers in your thread title if it's going to deal with any quest or event in the game as per the "HEY YOU!" thread above this one.

2. Please take your time when typing things out, I had to read this a few times to get what you were saying.

3. If you have this for PC and they are indeed supposed to die yet they wont, then press the ~ key, click that person, and type "kill" in (no quotations). Also, if you are using unarmed strikes, I believe it would work like it did in Morrowind, knocks them down and then you have to beat on the unconscious body to kill it.
Listen up maggots, Mr. Popo's 'bout to teach you the pecking order.
It goes you, the dirt, the worms inside of the dirt, Popo's stool, Kami, then Popo.

spoiler

Have you talked with Modryn Oreyn after the penultimate quest? Before you get the the final quest, I think the BC guys are "essential characters". If the pointer looks like a crown when you look at them, they can't be killed, only knocked unconscious. When you get to the final quest, they should have the normal "killable" pointer. If they have the crown icon, you've probably missed some step in the quest. You can check your quest log to see if there's something else you need to do before confronting them.
Can the answer to this question be "No"?
