Having trouble with a quest(spoiler)

[Raging Angel]

I started my new char in the game and right off i ran into jakben earl of imbel and decided to just grab the boots then as opposed to hunting him down later. I noticed i couldnt kill him so when he was awakening from unconciousness i pickpocketed the boots from him. But now in my game after the arrow quest it finally gave me the fence 800 worth in stolen goods, i have fenced almost 4000, and still no one has come to give me the boots of springheel jack mission. Although i have the quest name already when i go to the meeting point the lady says the gray fox is waiing for you, but alas he is not there but he had been on the prior two quests. If anyone has any solutions or advice it would be greatly appreciated, and just so ya know i am on the xbox 360 version if that makes a difference. Thank you for your time and help.
