You can't raise anything above 100 except with enchantments. But the spells that require a lot of magicka will actually require less of it, as you go up in that skill/branch of magic. Also enchant armor for will and it'll be ok.
And He whispered to me in the darkness as we lay together, Tell Me where to touch you so that I can drive you insane; tell Me where to touch you to give you ultimate pleasure, tell Me where to touch you so that we will truly own each other. And I kissed Him softly and whispered back, Touch my mind.

No, skills can't go above 100. Unless you have an enchanted item that will boost the skill above it.

And yes, as you get your Alteration skill up in lvls the spell should cost less in magicka, so hopefully when you get to Master or even upper Expert you should be able to use what you cannot now. Add to that an enchanted armor for fortify attribute (willpower) and any boost with that and it should be ok.

Er, maybe I'm misunderstanding the question, but I think your total magicka is actually related to Intelligence - the higher your Int, the more Magicka will be added the next time you level up. Willpower determines how quickly your Magicka regenerates when you use it.
Can the answer to this question be "No"?
